๐น Member: Padmaja Chunduru, former MD & CEO of Indian Bank.
๐น Member: N. S. Vishwanathan, former RBI Deputy Governor.
๐น Member Secretary: Joint Secretary (Banking), Department of Financial Services.
๐น Tenure: Six months.
๐ฏ KEY AREAS OF REVIEW
1. Banking practices, prudential norms and global best practices.
2. Regulatory and legal frameworks for commercial banks, RRBs and cooperative banks.
3. Long-term capital requirements of banks, DFIs and NBFCs.
4. Cost of capital and measures to encourage private investment.
5. Artificial intelligence, digital innovation and cybersecurity.
6. Talent acquisition, human-resource development and capacity building.
7. Priority Sector Lending and the Lead Bank Scheme.
๐ฆ WHY DOES THIS MATTER?
The review could influence the future direction of banking regulation, credit delivery, digital transformation and institutional competitiveness.
For cooperative banks and RRBs, the proposed examination of their regulatory and legal frameworks is particularly significant.
โ ๏ธ IMPORTANT DISTINCTION

โโโโโโโโโโโโโโโโโโโโ

โโโโโโโโโโโโโโโโโโโโ
3. SEBI: FPI KYC REVIEW PERIODICITY RATIONALISED
On 30 October 2026, the Securities and Exchange Board of India (SEBI) issued a circular titled โRationalisation of Periodicity of KYC Review for FPIs.โ
The changes are intended to reduce compliance burdens for Foreign Portfolio Investors (FPIs).
๐ KEY CHANGES EFFECTIVE 1 DECEMBER 2026
1. Revised KYC review frequency
For the categories covered by the revised framework:
โข Non-high-risk Category I FPIs: KYC review once every eight years.
โข High-risk Category I FPIs registered under Regulation 5(a)(i): Once every eight years.
โข Other high-risk Category I FPIs: Once every two years.
โข Category II FPIs: Once every two years in high-risk jurisdictions.
โข In non-high-risk jurisdictions, regulated Category II entities: Once every eight years; other Category II FPIs: Once every two years.
2. Special categories
โข Government Securities-only FPIs (GS-FPIs): Existing review periodicity remains unchanged, as prescribed by RBI for their bank accounts.
โข SWAGAT-FI FPIs: Existing 10-year periodicity remains unchanged.
3. Continuation of registration
The requirement to intimate changes in information or submit a no-change declaration specifically at the time of continuation of registration has been dispensed with.
FPIs seeking continuation must pay the applicable fees to their Designated Depository Participant (DDP) at least 15 days before the current registration expires.
๐ฆ WHY DOES THIS MATTER?
The revised framework seeks to reduce repetitive compliance requirements while retaining risk-based KYC reviews.
Depositories, custodians and DDPs must update their systems and communicate the changes to affected FPIs.
