1. RBI: STATE FISCAL SUSTAINABILITY AND DIGITAL INITIATIVES
The Reserve Bank of India held its 36th Conference of State Finance Secretaries on 27 October 2026.
RBI Governor Sanjay Malhotra emphasised the importance of sound fiscal management for the long-term financial health of states.
KEY DEVELOPMENTS
- Quality of public expenditure was highlighted as a priority.
- States were encouraged to adopt prudent borrowing strategies and efficient cash management.
- The Governor urged states to adopt the Unified Lending Interface (ULI).
- States were encouraged to utilise Programmable Central Bank Digital Currency (P-CBDC) for Direct Benefit Transfers (DBT).
- Effective use of the State Level Bankersβ Committee (SLBC) forum was emphasised.
- RBI released the Compendium on Cash and Debt Management for State Governments.
BANKING SIGNIFICANCE
Prudent borrowing and effective cash management can help states manage financing requirements and debt-servicing obligations.
ULI can facilitate digital information flows for credit delivery, while programmable CBDC may support transfers designed for specified purposes.
For banks, effective SLBC coordination can strengthen engagement with state governments, improve credit planning and support implementation of eligible government-sponsored programmes.
EXAM TAKEAWAY
Remember the association:
ULI β Digital credit delivery
P-CBDC β Programmable digital currency
SLBC β State-level banking coordination
Fiscal sustainability β Prudent expenditure, borrowing and debt management
Regulatory distinction: The Governorβs recommendations should not be interpreted as a blanket mandatory direction to every bank or state government.

2. ECONOMY: OCTOBER FLASH PMI SIGNALS EXPANSION
Indiaβs private-sector business activity strengthened in October 2026, according to the HSBC Flash PMI survey.
KEY INDICATORS
- Composite Output Index: 56.7, up from 55.9 in September.
- Services PMI: 56.2, up from 55.2.
- Manufacturing PMI: 54.9, down marginally from 55.1.
- Manufacturing Output Index: 57.6, up from 57.5.
WHAT THE DATA INDICATES
- Overall private-sector activity continued to expand.
- Services activity strengthened.
- New export orders improved.
- Input-cost inflation eased.
- Employment growth moderated.
BANKING IMPLICATIONS
PMI trends can help banks assess changing business conditions, potential working-capital requirements and sectoral credit demand.
Stronger activity may support business sentiment, but banks should assess individual borrowers on their own financial performance and repayment capacity.
EXAM TAKEAWAY
A PMI reading:
- Above 50: Expansion
- Below 50: Contraction
- Around 50: Broadly unchanged activity
Important distinction: The Manufacturing PMI and Manufacturing Output Index are different indicators. The former fell slightly, while the latter increased.

3. GST REFORMS: POTENTIAL RELIEF FOR WORKING CAPITAL
The 57th GST Council meeting, held on 8 October 2026, recommended changes intended to improve the treatment of accumulated Input Tax Credit (ITC) and ease working-capital pressures for eligible businesses.
KEY RECOMMENDATIONS
A. Input services under the inverted duty structure
The Council recommended including eligible ITC on input services in the calculation of refunds for inverted-duty-structure cases, for ITC availed on or after 1 November 2026, subject to the applicable legal provisions.
B. Capital goods
The Council recommended changes to permit eligible ITC on capital goods to be considered in specified refunds relating to zero-rated supplies and inverted duty structures.
The recommended commencement date is 1 April 2027, with the capital-goods credit attributable to the relevant period spread over 60 months under the proposed mechanism.
WHY BANKERS SHOULD CARE
- Accumulated ITC can lock up funds needed for business operations.
- Eligible refunds may improve borrowersβ liquidity and cash-flow management.
- GST returns and refund status can provide useful information during working-capital appraisal.
- Banks should continue to examine receivables, inventory, operating cycles and repayment capacity.
COMPLIANCE CAUTION
These were GST Council recommendations. Before treating any provision as legally operative, verify the applicable amendments, rules and notifications.
The proposed refund mechanism does not eliminate the need to establish the prescribed inverted duty structure or satisfy other eligibility conditions.
EXAM TAKEAWAY: GST Council recommendation β automatically operative law.

5. COOPERATIVE BANKING: SUPREME COURTβS RTI JUDGMENT
In Muppathadam Service Co-operative Bank Ltd. v. State Chief Information Commissioner & Others, decided on 26 October 2026, the Supreme Court considered requests for a construction agreement and General Body Meeting minutes.
The case concerned access under the Right to Information Act, 2005, where a public authority is legally empowered to obtain information relating to a private body under another applicable law.
PRACTICAL IMPLICATIONS FOR COOPERATIVE INSTITUTIONS
- Maintain complete, accurate and retrievable institutional records.
- Comply with applicable statutory requirements governing inspection and access.
- Route information requests through the appropriate legal and administrative channels.
- Protect confidential information in accordance with applicable law.
- Seek legal advice where disclosure obligations are disputed.
LEGAL DISTINCTION
The judgment should not be interpreted as automatically declaring every cooperative bank a public authority under the RTI Act or requiring disclosure of every institutional record.
The relevant legal provisions, the powers of the public authority and the circumstances of the request remain important.
EXAM TAKEAWAY
Distinguish between:
1. A body being a public authority under the RTI Act; and
2. Information concerning a private body being accessible through a public authority under another law.

2. Working-capital cycle: Inventory holding, receivable days and supplier-payment terms.
3. Export exposure: Buyer concentration, destination-country risk and payment terms.
4. Credit protection: Eligibility and conditions of ECGC cover, where applicable.
5. Cash-flow evidence: Bank statements, GST records and ageing of export receivables.
6. Repayment capacity: Expected export proceeds and other operating cash flows.

MANAGEMENT PERSPECTIVE
Digital adoption should be supported by cybersecurity, operational resilience and customer protection.
