1. RBI REGULATORY RADAR

Forex derivative rules tightened

The Reserve Bank of India announced new foreign-exchange measures on 10 October 2026 to strengthen market discipline and address pressure on the rupee. The measures cover derivative transactions, hedging and risk management.

Key developments

The specified facility for derivative transactions without establishing underlying exposure has been reduced from US$100 million to US$5 million equivalent.

Restrictions apply to rebooking certain cancelled INR-involving forex derivative contracts.

A 20% Foreign Exchange Risk Reserve (FERR) applies to qualifying INR-involving derivative contracts exceeding US$2 million that hedge specified current-account transactions involving the purchase of foreign currency against INR.

Additional controls address duplicate hedging, customer undertakings and documentation.

The threshold restriction and FERR requirement arise under separate RBI measures. Their applicability depends on the precise transaction and operative directions.

Why it matters: Tighter controls may discourage speculative activity but can also affect hedging costs and market liquidity.

For bankers: Treasury and forex teams should review transaction eligibility, underlying exposure, documentation and applicable reserve requirements. The US$5 million threshold is not a universal cap on genuine hedging.

2. MONETARY POLICY

Repo rate at 5.50%; liquidity management tightens

The RBI raised the policy repo rate by 25 basis points to 5.50% on 7 October 2026, its first increase in nearly four years. The policy stance shifted from neutral to calibrated tightening.

Additional liquidity measures

Daily CRR maintenance rises from 90% to 99% of the prescribed requirement, effective from 16 October.

A ₹25,000 crore OMO sale of government securities is scheduled for 13 October.

The 99% figure refers to the daily maintenance requirement, not the CRR ratio itself.

Banking implications

Deposit mobilisation and funding costs require closer monitoring.

Loan repricing depends on contractual provisions and applicable benchmarks.

Higher market yields can affect treasury portfolios.

Borrowers with high leverage may face additional repayment pressure.

IBR insight: The effect of a repo-rate increase varies by bank. Funding mix, deposit repricing, asset yields and borrower sensitivity determine the actual impact on profitability.

3. MARKETS & DEPOSITS

Funding costs and investor choices under watch

Recent reporting indicates that some NBFCs and small finance banks have increased selected fixed-deposit rates following the repo-rate hike. Financial Express reports increases of up to 40 basis points at certain institutions, with individual offers varying by tenure and institution.

What depositors should consider

Compare returns, tenure and premature-withdrawal conditions.

Evaluate the institution's financial strength and the risk of the deposit.

Eligible bank deposits receive DICGC protection subject to applicable rules and limits; NBFC deposits are not covered by DICGC.

Avoid switching deposits solely for marginally higher returns without considering risk and liquidity needs.

For bankers: Monitor deposit retention, marginal funding costs and the relationship between deposit pricing and asset yields.

Market watch: Crude prices, global bond yields, the US dollar and foreign investment flows can influence Indian market sentiment, currency demand and borrowing costs.

4. SEBI WATCH

Credit Risk-o-Meter introduced for debt securities

SEBI issued three circulars on 7 October 2026 concerning:

Introduction of the Credit Risk-o-Meter as an additional disclosure mechanism for debt securities.

Exemption from mandatory merchant-banker appointment for certain eligible listed issuers issuing debt through private placement.

Review of ISIN-related provisions for privately placed debt securities.

Why it matters: Better disclosure can help investors understand credit risk, but it does not guarantee repayment or replace independent assessment of the issuer's financial position.

Investor checklist: Examine repayment capacity, credit disclosures, security arrangements and concentration risk before investing.

Exam connect: SEBI • Debt securities • Credit risk • ISIN • Investor protection.

5. INSURANCE INTELLIGENCE

IRDAI distribution reforms under watch

Recent media reports indicate that IRDAI is considering changes to insurance distribution, including commission structures and stronger safeguards against mis-selling. The timing and final provisions must be confirmed through official regulatory notifications.

Why it matters: Changes to distribution economics could influence insurers, intermediaries, bank-led insurance distribution and customer choice.

Customer-protection priorities

Explain benefits, exclusions, waiting periods and claim conditions.

Avoid unsuitable sales and misleading representations.

Obtain informed consent and maintain appropriate documentation.

Provide clear grievance-redressal information.

IBR perspective: Insurance growth should be supported by suitable products, transparent disclosures and customer trust.

Exam connect: IRDAI • Insurance distribution • Commission • Policyholder protection.

6. COOPERATIVE BANKING INTELLIGENCE

Bastar workshop calls for measurable State action plans

The Ministry of Cooperation's 9th National Review Workshop concluded in Bastar, Chhattisgarh, on 9 October 2026. It emphasised practical outcomes, stronger governance and time-bound action plans to accelerate cooperative transformation.

Major priorities

PACS computerisation and business diversification.

Grain storage and agricultural value chains.

Cooperative banking, technology and risk management.

Dairy cooperatives and market access.

Institutional capacity, transparency and accountability.

Evaluation of procurement commissions, payment delays and financial viability.

What this means for DCCBs and PACS

Cooperative institutions should measure progress through sustainable income, timely payments, member benefits and improved operational performance—not merely the number of initiatives launched.

Regional relevance: Andhra Pradesh and Telangana can apply these principles to agriculture, dairy, handloom, procurement and digitally enabled cooperative services.

Exam connect: Ministry of Cooperation • PACS • NABARD • NCDC • Cooperative governance.

7. NABARD UPDATE

Working-capital support for weavers' cooperatives

NABARD issued Circular No. 223/DoR-65/2026 dated 29 September 2026, continuing broadly the existing operational guidelines for FY 2026–27 credit limits to State Cooperative Banks and Central Cooperative Banks financing eligible weavers' cooperative societies.

The circular relates to Section 21(1) of the NABARD Act, 1981. Eligibility conditions are specified in the annexure, and refinance interest rates remain subject to revision by NABARD.

Practical implications

Verify eligibility against the annexure.

Assess working-capital cycles, inventory and receivables.

Review existing liabilities and repayment capacity.

Maintain proper documentation and end-use monitoring.

The guidelines apply from 1 April 2026.

IBR insight: Handloom finance should be assessed across the entire value chain—from raw-material purchases and production to sales, collections and repayment.

Exam connect: NABARD Act • Section 21(1) • Refinance • Working capital • Weavers' cooperatives.

8. CYBERSECURITY FRONTIER

Autonomous AI agents create new risks

An Indian Express interview published on 12 October highlights risks associated with autonomous AI agents that can access information, use applications and perform actions with limited human intervention.

Key risks

Excessive access permissions.

Prompt injection and manipulated information.

Compromised tools or impersonated agents.

Unauthorised automated actions.

Weak audit trails and unclear accountability.

Essential controls for financial institutions

Maintain an inventory of authorised AI tools.

Apply least-privilege access and strong authentication.

Monitor agent behaviour and data access.

Preserve audit trails and access-revocation procedures.

Require human approval for high-impact or irreversible actions.

IBR perspective: AI can improve fraud detection and operational efficiency, but automated systems must remain within clearly defined permissions and accountable governance.

Exam connect: AI governance • IAM • Zero Trust • Prompt injection • Cyber risk.
