2οΈβ£ Lok Sabha Passes Bill Creating Legal Framework for UPI MDR
The Taxation and Other Laws (Amendment) Bill, 2026 was passed by the Lok Sabha on 6 August.
One important provision amends the legal framework governing digital payments, creating an enabling route for Merchant Discount Rate (MDR) on specified UPI transactions.
Important Clarification
β οΈ MDR has NOT been introduced immediately.
The legislation creates the legal framework for future notification of charges. Actual applicability, rates and exemptions would depend on subsequent government/regulatory decisions.
Why It Matters
β Could improve economics of the digital-payment ecosystem
β May particularly affect higher-value merchant transactions
β Could create a new revenue stream for payment ecosystem participants
β More than 95% of UPI transactions are below βΉ2,000, while higher-value transactions account for a disproportionately large share of transaction value.
π Exam Focus
MDR β GST
MDR = Merchant Discount Rate
UPI β RBI-operated platform
UPI is operated by NPCI under the RBI-regulated payment ecosystem.
3οΈβ£ RBI Issues Major New Recovery-Agent Directions for Rural Cooperative Banks
This is one of the most important developments for DCCBs and rural cooperative banking.
RBI issued the Fourth Amendment Directions on Responsible Business Conduct for Rural Cooperative Banks on 6 August 2026.
The new framework covers:
β Recovery policy
β Engagement and due diligence of recovery agencies
β Training and certification of recovery agents
β Code of conduct
β Borrower protection
β Taking possession of securities
β Technology-based recovery mechanisms
β Grievance redressal
β Monitoring and control of recovery agencies
Effective From
π 1 January 2027
Important Compliance Points
β Recovery agents must undergo the prescribed Debt Recovery Agent training/certification through IIBF or an institute having the required tie-up.
β Borrower must generally be informed at least one day before the first recovery-agency visit.
β Recovery contact/visits should ordinarily take place between 8:00 AM and 7:00 PM.
β Harassment, abusive language, threats and public humiliation are prohibited.
β Recovery agents must carry proper identification and authorisation.
β RCBs must maintain a dedicated recovery grievance-redressal mechanism.
Technology-Based Recovery
For financed mobile devices, restrictions can be applied only subject to specified conditions.
Importantly:
β RCBs/recovery service providers cannot access personal data such as contacts, SMS, call logs, photographs or location history for recovery purposes.
Compensation
Where wrongful device restrictions or delayed reversal are attributable to the RCB, compensation may be payable at βΉ250 per hour, subject to the prescribed cap.
π€ DCCB Significance
This is highly relevant to DCCBs and other Rural Cooperative Banks because recovery practices, outsourcing, borrower protection and reputational risk are now subject to a much more detailed framework.
4οΈβ£ RBI Modifies PSL Treatment for Certain FCNR(B) & NRE-Linked Advances
RBI issued the Priority Sector Lending β Targets and Classification Second Amendment Directions, 2026 on 7 August 2026.
Key Change
Certain advances against qualifying fresh:
β FCNR(B) deposits
β NRE term deposits
will be excluded from Adjusted Net Bank Credit (ANBC) for computation of priority-sector lending targets, subject to the prescribed conditions.
Relevant Deposit Windows
FCNR(B):
8 June 2026 β 30 September 2026
NRE Term Deposits:
19 June 2026 β 30 September 2026
The deposits must satisfy the specified maturity/CRR-SLR exemption conditions.
Why It Matters
This links the RBI's recent foreign-currency deposit mobilisation measures with PSL target computation.
Exam Focus: ANBC β’ PSL β’ FCNR(B) β’ NRE Deposits β’ CRR/SLR Exemption
5οΈβ£ RBI Proposes Higher Leverage Ratio for Systemically Important Banks
RBI has proposed a revised leverage-ratio framework.
Proposed Levels
β G-SIB branches in India: Minimum 3.5%, plus applicable buffer
β D-SIBs: 4%
The three identified domestic systemically important banksβSBI, HDFC Bank and ICICI Bankβwould therefore remain subject to the higher 4% requirement.
The proposal is intended to strengthen the resilience of systemically important banking institutions.

βοΈ EDITORIAL INSIGHT
The RBI's latest regulatory agenda demonstrates that India's banking-sector reforms are increasingly moving beyond conventional monetary policy into governance, consumer protection, data management, systemic-risk control and cooperative-bank resilience.
The new Rural Cooperative Bank recovery framework is particularly significant. It places borrower dignity, transparency, agent accountability, grievance redressal and technology safeguards at the centre of recovery operations. At the same time, the PSL amendment concerning qualifying FCNR(B) and NRE-linked advances connects the RBI's external-sector liquidity measures with the domestic priority-sector framework.
