π¨ 1. RBI DIRECTIONS ON ASHOK SAHAKARI BANK, AHMEDNAGAR
RBI issued Directions to Ashok Sahakari Bank Ltd., Ahmednagar under Section 35A read with Section 56 of the Banking Regulation Act, 1949, effective from close of business 28 August 2026.
Without prior RBI approval, the bank cannot: β’ Grant/renew loans and advances
β’ Make investments
β’ Incur liabilities/borrow funds
β’ Accept fresh deposits
β’ Make specified payments
β’ Enter into specified compromises/arrangements
β’ Dispose of specified properties/assets
Withdrawals from savings/current/other depositor accounts have also been restricted.
β οΈ EXAM TRAP: RBI Directions under Section 35A do not automatically mean cancellation of the banking licence.
π― BANKER LESSON: Liquidity stress can quickly become a governance and depositor-protection issue.
β οΈ 2. JALNA DCCB: RBI PENALTY HIGHLIGHTS CIC + KYC COMPLIANCE
RBI imposed a monetary penalty on Jalna District Central Co-operative Bank Ltd., Maharashtra on 27 August 2026.
The action relates to supervisory deficiencies including: β’ Credit-information reporting requirements
β’ Periodic review of customer risk categorisation under KYC norms
The RBI's press-release archive confirms the action dated 27 August.
π― DCCB ACTION:
CIC reporting + KYC risk categorisation + periodic review = supervisory priorities.
π§ EXAM TRAP: KYC is not merely account-opening compliance; customer risk categorisation must be reviewed periodically.
π± 3. RBI FX-SWAP WINDOW BECOMES A MAJOR EXTERNAL-LIQUIDITY CHANNEL
RBI's temporary swap facility has attracted substantial foreign-currency inflows through:
FCNR(B) deposits + ECBs + OFCBs β RBI swap facility β dollar inflows β rupee liquidity/forex reserves
Recent reporting puts the cumulative inflows under the special facility at around US$73 billion.
The RBI has also provided greater flexibility for banks to swap FCNR(B) deposits above US$100 million outside the designated weekly window.
π― CONCEPT: An FX swap can improve near-term forex liquidity, but it is not equivalent to a permanent, unconditional increase in India's external wealth.
π§ 4. RBI ABSORBS βΉ1.525 LAKH CRORE THROUGH 3-DAY VRRR
RBI conducted a 3-day Variable Rate Reverse Repo (VRRR) auction on 28 August 2026.

β’ FCNR(B) deposits of 3β5 years, and
β’ NRE deposits of 3 years and above
to an earlier close.
π Revised end-date β 31 August 2026
β Earlier end-date β 30 September 2026
RBI's current regulatory page lists the amendment among its latest RCB directions.
π― DCCB ACTION BEFORE 31 AUGUST: Review product rates, system parameters, branch instructions and ALM impact.
β οΈ EXAM TRAP: This is a deposit-interest-rate relaxation, not a CRR/SLR exemption.
π― 6. RCB CONCENTRATION RISK UNDER RBI REVIEW
RBI has released a review of Guidelines on Concentration Risk Management β Rural Co-operative Banks.
Risk should not be assessed only borrower-by-borrower.
Monitor: β’ Single borrower concentration
β’ Group concentration
β’ Sector concentration
β’ Geographical concentration
β’ Agriculture/sub-sector concentration
β’ Large-ticket exposures
πΎ DCCB MESSAGE: In an agriculture-heavy portfolio, concentration by crop, geography, commodity and borrower group can create correlated losses even when individual loans appear sound.
π‘οΈ 7. RBI: CUSTOMER GRIEVANCE REDRESS MUST MOVE FROM CLOSURE TO RESOLUTION
RBI Deputy Governor Swaminathan J., addressing the Internal Ombudsman Conference, stressed:
Timely + Fair + Clear = Effective grievance resolution
Key expectations: β’ Internal Ombudsman must remain independent
β’ Complaints requiring referral must not bypass the Internal Ombudsman
β’ Complaint trends should feed into root-cause analysis
β’ Boards should treat complaints as management information
β’ Technology can analyse complaints, but cannot replace judgement, fairness or empathy
π― EXAM LINE:
Complaint closure β meaningful complaint resolution.

ββββββββββββββββββ
LIQUIDITY IS RISING β BUT SO IS THE NEED FOR DISCIPLINE
Recent developments reveal an important paradox in Indian banking.
Foreign-currency inflows through RBI's swap facility have strengthened external liquidity, while RBI is simultaneously using instruments such as VRRR to absorb surplus domestic liquidity. At the institution level, RBI's actions against cooperative banks reinforce another message: liquidity alone cannot guarantee banking stability.
For DCCBs, the lesson is even sharper.
A strong deposit base must be matched by: ALM discipline + diversified agricultural lending + concentration monitoring + KYC/CIC compliance + effective grievance redress + strong governance.
The next phase of banking regulation is therefore not simply about more credit.
It is about better-quality credit, better risk diversification and better customer outcomes.
