β IBR MORNING INSIGHT
India begins July with a mixed macroeconomic picture. Manufacturing activity remains expansionary but has moderated to a three-month low, while weak export orders signal continuing external-demand uncertainty. At the same time, record crude-oil imports, a softer rupee and the IMDβs below-normal July rainfall outlook require close monitoring by banks, businesses and policymakers.
The banking sectorβs immediate opportunity remains credit growth, infrastructure financing, digital lending and cross-border business. Its immediate challenge is to protect asset quality amid household leverage, gold-loan growth, weather-related rural stress and increasingly sophisticated cyber-fraud attempts. Indiaβs June manufacturing PMI fell to 54.5 from 55.0 in May, though it remained above the 50 expansion threshold.

π¨ DEVELOPMENT OF THE DAY
Manufacturing PMI Moderates, but Expansion Continues
Indiaβs HSBC Manufacturing PMI declined to 54.5 in June 2026, from 55.0 in Mayβthe lowest reading in three months. The decline reflects moderation in new business orders and export demand, although the sector remains in expansion mode because the index continues to stay above 50.

Banking implications
β’ Working-capital demand may remain healthy, but growth could become more selective across export-oriented sectors.
β’ Banks should track receivable cycles and inventory levels in MSME manufacturing clusters.
β’ Exporters may face margin pressure from softer overseas demand and exchange-rate volatility.
β’ Credit underwriting should distinguish between temporary demand moderation and structural borrower stress.
β’ Treasury desks should monitor global growth signals, crude prices and USD/INR movements.
IBR Executive Insight: Manufacturing is still expanding; the concern is not contraction, but the pace of growth. Banks should use sector-wise early-warning indicators rather than adopt a broad risk-off approach.

π¦ RBI REGULATORY WATCH
RBI appoints Ravi Shankar as Executive Director
The RBI has appointed Shri Ravi Shankar as Executive Director with effect from 1 July 2026. He will oversee the Department of Statistics and Information Management (DSIM). His professional experience spans banking statistics, government securities, settlement systems, debt management and surveys.
Why it matters: DSIM is central to RBIβs data architecture, regulatory statistics, banking-sector analytics, surveys and evidence-based policy support. Banks should expect continued emphasis on timely, accurate and granular regulatory reporting.

π INTERNATIONAL BANKING WATCH
RBI launches ITBS Survey 2025-26
RBI has launched the annual Survey on International Trade in Banking Services (ITBS) for 2025-26. It covers banking services delivered by overseas branches, subsidiaries and joint ventures of Indian banks, as well as foreign-bank operations in India. Eligible banks are required to submit the completed schedule by 31 July 2026.
Compliance focus
β’ Identify all eligible overseas and foreign-bank reporting units.
β’ Validate fee, commission and service-income data.
β’ Reconcile international banking-service data with internal MIS and financial statements.
β’ Ensure submission within the RBI timeline.
β’ Maintain audit trail and documentation for reported figures.
ββββββββββββββββββ
π¦ RBI CIRCULAR WATCH
FEMA (Deposit) (Sixth Amendment) Regulations, 2026
Notification No. FEMA 5(R)(6)/2026-RB | 18 June 2026
RBI has amended the FEMA Deposit Regulations to broaden and simplify the SNRR Account framework.
Key changes
β IFSC definition incorporated into the regulations.
β A person resident outside India may maintain an SNRR Account with an Authorised Dealer in India or its branch outside India, including in an IFSC in India.
β NRO-to-SNRR transfer permitted subject to the limits under the Remittance of Assets Regulations.
β NRO-account transfers to NRE or SNRR accounts are recognised within prescribed FEMA limits.
β Several earlier Schedule 4 provisions have been rationalised or deleted.
β Transfers between non-residents through SNRR accounts require AD-bank action based on account-holder instructions indicating the underlying purpose.
Banking significance
β’ Supports non-resident business transactions in rupees.
β’ Improves IFSC-linked banking flexibility.
β’ Strengthens Indiaβs cross-border financial-services ecosystem.
β’ Requires robust purpose verification, documentation and FEMA compliance controls.
IBR Learning: An SNRR Account is available only through an RBI Authorised Dealerβnot through every bank or every cooperative bank.

π’οΈ ECONOMY & EXTERNAL-SECTOR WATCH
Record crude imports: opportunity and risk
India reportedly imported 4.93 million barrels per day of crude oil in June, the highest monthly import volume on record, supported by higher purchases of discounted Russian crude. Russia retained its position as Indiaβs largest crude supplier.
Economic implications
β’ Discounted crude can support refinery margins and help contain the import bill.
β’ High import volumes nevertheless keep India exposed to global crude-price shocks.
β’ A rise in oil prices can worsen the current-account position and add pressure on the rupee.
β’ Banks should monitor aviation, logistics, transport, petrochemicals and oil-marketing-company exposures.
β’ Treasury teams should watch crude-linked inflation and foreign-currency liquidity conditions.
ββββββββββββββββββ
π§οΈ RURAL ECONOMY WATCH
Below-normal July rainfall outlook
IMD has forecast below-normal rainfall for July, the most important month of the southwest monsoon season. July accounts for more than 70% of seasonal rainfall during the JuneβSeptember monsoon period.
DCCB and rural-bank action points
β’ Monitor Kharif sowing progress district-wise.
β’ Review crop-loan disbursement and renewal targets.
β’ Identify rainfall-deficit blocks for early borrower engagement.
β’ Strengthen PMFBY enrolment and crop-insurance awareness.
β’ Track input-credit demand for seeds, fertiliser, irrigation and farm mechanisation.
β’ Monitor dairy, poultry, fisheries and allied-agriculture portfolios for weather-related stress.
IBR Executive Insight: Rainfall risk first affects crop activity, then rural cash flows, then repayment capacity. Early monitoring is more effective than post-default recovery action.
ββββββββββββββββββ
π¦ BANKING BUSINESS WATCH
M&A financing partnership: Bank of BarodaβMizuho Bank
M&A financing refers to loans, bridge finance, acquisition finance, guarantees and advisory-linked facilities used by companies to acquire, merge with or restructure another business. A strategic partnership between Bank of Baroda and Mizuho Bank can potentially support Indian corporates pursuing overseas acquisitions and Japanese companies investing in India.
Banking relevance
β’ Supports cross-border corporate banking.
β’ Creates opportunities in acquisition finance and syndication.
β’ Requires strong due diligence on valuation, leverage and repayment capacity.
β’ Involves FEMA, ECB, foreign-exchange and country-risk considerations.
β’ Needs careful assessment of post-merger integration risk.
ββββββββββββββββββ
π€ DIGITAL FINANCE & CYBER WATCH
Personal mobile numbers should not become an operational control weakness
A communication reportedly raised by a bank officersβ association highlights the operational and security risk of sharing branch-head personal mobile numbers with third-party delivery or service vendors. Such practices can expose officers to phishing, social engineering, OTP fraud and disruption.
Recommended institutional safeguards
β’ Use official landline, CUG or role-based mobile numbers for vendor coordination.
β’ Do not share personal numbers on courier packets, QR-code dispatches or external portals.
β’ Prohibit sharing of OTPs, passwords, customer data or internal operational details.
β’ Conduct periodic vendor-risk assessments.
β’ Maintain escalation protocols for suspicious calls and delivery-related fraud.
β’ Train branch staff on impersonation and social-engineering attempts.

π EXECUTIVE TAKEAWAY
βGrowth remains intact, but the risk map is widening. Manufacturing moderation, crude-oil dependence, monsoon uncertainty, currency volatility and digital fraud require banks to move from periodic review to continuous risk intelligence. The institutions that combine faster lending decisions with stronger controls will be best positioned for FY27.β
